History
Doping in sport is a major challenge, as it not only threatens the integrity of sport but also puts athletes’ health at risk. Only by taking a concerted and comprehensive approach to the fight against doping in sport is it possible to protect the integrity of sport and the health of athletes worldwide.
ALB NADO (OKAD) HISTORY
The history of the fight against doping in Albania
Initially, the prevention of doping took place only within the framework of individual international sports federations, whose anti-doping regulations had to be respected by national sports federations and by the IOC's anti-doping regulations at the Olympic Events.
2004
Albania has ratified the European Anti-Doping Convention by Law 9242, dated 17.06.2004 "On ratification of the European anti-doping Convention, 1989 ".2005
The Law on Sport No. 9376 of 2005 was the first legislation in Albania which regulate the fight against doping by defining doping substances, the applicable rules for doping control and testing, and establishing of an Anti-Doping Commission.2005
The Ministry responsible for sport established the National Anti-Doping Commission (NADC), which takes care of the program of testing, training, and sanctions. NADC’s purpose, organization, and doping control procedure were defined were defined by order of the Minister no.207, date 21 December 2005 “For the approval of the composition and functioning of the National Antidoping Commission”.2006
Albania has acceded to the UNESCO International Convention against Doping in Sport by the Law no. 9623, dated 16.10.2006 “On the accession of the Republic of Albania in the International Convention against Doping in Sport, 2005".2011
The National Antidoping Commission’s Rules are approved by order of the Minister responsible for sport no.251, date 31 October 2011 “On approval of the anti-doping rules and regulations for the functioning of the National Anti-Doping Commission (NADC)”. Since November 2011, Albania has the status of a country whose Rules are completely compliant with the WADA Code.2017
The Law No. 79/2017 “On Sport” has defined the establishment of the Albanian Anti-Doping Organisation (ALB NADO) as an independent entity, association, with a non-profit status.2020
The Law No. 79/2017 “On Sport” amended in 2020 clarify the financing of sports organisations in Albania, including ALB NADO. Article 13/2 of the amended law provides that:
“2. The financing of the Olympic sports federations, the Albanian National Olympic Committee and the National Anti-Doping Organization is determined by a joint instruction of the minister responsible for finance and the minister responsible for sports […]”2022
On 25 February 2022, the Minister responsible for sport approved the Joint Instruction No 4 for the financing of the Sports Federations, the Albanian National Olympic Committee, and the National Anti-Doping Organization. According to the Joint Instruction, paragraph 5/b “ALB NADO will be financed up to 3% of the total budget”.
